It simply means that only a single individual out of a total bundle of men can lead the group and we can easily justify that person as a man. On the other hand, we have 999 other men who believe in following the rest of the folks for they do not own any personal opinion about anything.
The major reason for which they lag behind the rest is only because they lack the major confidence about everything they do. Also, there are several men who believe in following women which means they do not have the guts to raise their voice, and they remain henpecked instead.
They tend to get influenced by others and thus, the proverb is rightly said that only one person who leads the group of a thousand odd people has the capability to lead the group. The rest all people are only meant to follow the women, which indirectly means that they get carried away by other people.
If you are potent enough about the job you do, and you are aware of your job responsibilities, you should consequently be able to do your tasks at ease. Only one person among everyone is a leader of the rest. The rest of the 999 people are meant to follow others since they do not have enough guts to follow others.
